Code of Conduct for Council

Councillors have two distinct roles under the Local Government Act 1993: as a member of the governing body of the council; and as an elected person. Councillors, as members of the governing body, should work as part of a team to make decisions and policies that guide the activities of the council. The role as an elected person requires councillors to represent the interests of the community and provide leadership. The Model Code sets the standard of conduct that is expected when council officials exercise these roles.

Councillors, administrators, members of staff of council, independent conduct reviewers, members of council committees including the conduct review committee and delegates of the council must comply with the applicable provisions of concil’s code of conduct in carrying out their functions as council officials. It is the personal responsibility of council officials to comply with the standards in the code and regularly review their personal circumstances with this in mind. Council contractors and volunteers will also be required to observe the relevant provisions of council’s code of conduct. Failure by a councillor to comply with the standards of conduct, of council’s code of conduct constitutes misbehaviour. The Local Government Act 1993 provides for suspension of councillors from civic office for up to six months for proven misbehaviour. 

 

Code of Meeting Practice

To streamline and uniform proceedings, meetings at Council are conducted under certain guidelines and regulations.

These are known as the Code of Meeting Practice and also incorporate the meeting procedure requirements set out in the Local Government Act 1993 and the Local Government (General) Regulation 2005.

The Code covers the convening and conduct of meetings of Jerilderie Shire Council and of Committees of Council.

As well as conforming with accepted protocols and benchmarks, the Code of Meeting Practice also facilitates the smooth running of meetings, and the creation of an environment where the public interest can be upheld.

Council Policies

The following policies indicate the way in which the Jerilderie Shire Council, can be expected to act or react in specific circumstances. It is intended that the written communication explains to all interested stakeholders how a particular issue will be addressed.

Policies are a representation of the values and beliefs the Council will take into consideration during its decision making process. Policies may be complemented and supported by documented procedures that ensures consistency and provides guidance on a day-to-day basis and helps the policy to be practical and workable.

Drought Managment Plan

The  Drought Management Plan was adopted by Council on 23 September 2014.

 

Jerilderie Flood Study

The Jerilderie Flood Study was adopted at the ordinary Council meeting, 22 July 2014.

The Draft plan was on display and available for the period  4 June 2014 to 2 July 2014,  inclusive and submissions were invited  invited and were received up to close of business Wednesday 16 July 2014.

A public meeting was held in the Ian Gilbert Room on Tuesday 24 June 2014 at 7pm to present the findings of the Flood Study.

 

Jerilderie Floodplain Risk Management Study & Plan Draft Report

The Jerilderie Floodplain Risk Management Study & Plan was adopted on 27 October 2015.

 

Jerilderie Shire Disaster Plan (Displan)

The Jerilderie Shire Disaster Plan (Displan) has been prepared by the Jerilderie Shire Local Emergency Management Committee in accordance with the State Emergency and Rescue Management Act, 1989, Section 29 (1).

 

On Site Sewerage Management Plan

Effective management of domestic sewage and wastewater is an important consideration for the public health of Jerilderie Shire Council residents and the environment. It requires the active involvement of both the Council and landholders.

Management of sewage on-site will not be seen as the simple disposal of an unwanted nuisance. Wastewater, including the nutrients and organic matter it contains, will be managed appropriately and used whenever possible.

This Management Plan has been developed to help Jerilderie Shire Council assess, regulate and manage the selection, design, installation, operation and maintenance of on-site sewage management systems. The Plan may also be useful to householders, developers and others who wish to reside in the Jerilderie Shire Council area.

This Management Plan draws upon the principles, technical data and overall advice contained in the publication "Environment and Health Protection Guidelines - On Site Sewage Management for Single Households"[1][1]. This publication is available at Jerilderie Shire Council office.

Pesticide Use Notification Plan

Jerilderie Shires Pesticide Notification Plan was adopted at the November 2006 Council meeting. The plan has since been reviewed and the most recent version can be viewed below.
